Elena Vladimirovna Bulanova
Head of Research and Methods Department
A native of Volgograd, Elena Bulanova moved to the city Rostov-na-Donu,
to begin her university education at the faculty of mechanics and mathematics, getting
her Diploma of applied mathematician (1981) at the State University in the same
city. She has been at the Institute since 1981. Since 2006, she has earned her Candidate
of biological sciences by specialty of toxicology. And, since the same year she
has been Head of Research and Methods Department. E. Bulanova is the author of more
than 30 scientific papers.
Her professional interests include the development and the adoption of diagnostic
computer programs, the generation of registers and databases aimed at health monitoring
of industrial staff at extremely dangerous chemical facilities, including population
living in buffer zones.

The Research and Methods Department was founded in accordance with The USSR Ministry
of Health Decree No. 540 of 14 May 1984. The Department concerns itself with the
issues relating to coordination efforts in research activity of the Institute.
Among other things, it deals with planning, the promotion, and control of works
relating to R & D, and the adoption of practical results obtained at the Institute.
What is more, scope of the Department responsibilities includes still other functions.
These are: (a) providing useful guide to signing research documents, (b) organization
of work on staff fitness through postgraduate training, post-graduate work, and
on-the-job training, and (c) organization of work on invoking experts for reviewing
reports, and other instructive and methodic materials being developed at the Institute.
